Organised by our club, the NB II teams have completed a useful round of discussions.

Although our club had already initiated dialogue among the second-tier teams before the start of the 2025/26 season, the meeting could only take place now: 15 of the 16 clubs participated. It began with a minute's silence in memory of Attila Feleki, the former managing director of Kozármisleny.

The main topics were possible amendments to the MLSZ's recently introduced new Disciplinary Regulations and the experiences gathered and accumulated by the clubs in recent weeks. Other important subjects were also discussed, including the scheduling of NB II matches, attendance in away sectors, representation of second-tier clubs within the MLSZ and the competition of youth-age players.

1. Amendments to the MLSZ Disciplinary Regulations and experiences

It was established that clubs are affected by the stricter rules to differing degrees, but they consider the penalties and sanctions imposed in disciplinary decisions disproportionate. Every club has held some form of consultation with its supporters, drawing particular attention to prohibited racist expressions. After a suspended penalty, our club was the first to receive a sector closure for racist shouting, even though our supporters have encouraged the team in exemplary fashion at the vast majority of matches. At the same time, our club considers it objectionable that MLSZ inspectors do not record the triggering circumstances in their reports.

The clubs agreed that the size of the supporter base is not decisive, but it is an influencing factor. There is an NB II club that was accompanied by only five supporters to an away match, yet the club received a substantial fine for a single shouted remark.

The clubs agreed that a major problem is that the multiplier applied to penalties for NB I and NB II clubs is the same, with only the basic fine differing. This places a greater burden on second-tier clubs that have access to significantly less central funding, and the situation is further aggravated by sector closures and the possibility of matches being ordered behind closed doors.

The club representatives concluded that they currently have no tool with which they could prevent or filter out supporter shouts classified as racist. They also dispute that the expression “cigányozás” was moved by the MLSZ from the category previously classified as ‘obscene, insulting’ to being labelled a ‘racist’ expression.

In the clubs' view, football is a popular sport and, among other things because of the broad representation of different social groups, there will never be silence in the stands during matches.

The clubs objected that there had been no prior consultation or communication from the MLSZ regarding the amendment of the Disciplinary Regulations and that they learned about the stricter rules only immediately before the start of the championship. The NB II clubs therefore intend to initiate consultation with the MLSZ.

In addition, they would like the MLSZ to provide guidance on what legal measures clubs may take against supporters in order to eliminate racist expressions.

2. Match scheduling in NB II

The clubs again propose that Sunday should not be the only matchday in NB II (apart from Monday televised matches). Based on supporter feedback and sporting considerations, staging league matches on Sundays is extremely disadvantageous.

One example raised in support of this was that young players sit on the bench in NB II matches and, because NB III matches are also played on Sundays, many of them end up unable to play anywhere.

The clubs agreed to contact the channel director of M4 Sport regarding possible changes to match scheduling.

3. Capacity of away sectors

The club representatives discussed Honvéd's proposal and agreed that, wherever the infrastructure allows, 10 percent of the venue's total capacity (or even more) should be made available for ticket purchase by supporters of the away team.

4. MLSZ representation of NB II clubs

The representatives of NB II clubs decided to meet regularly, once every quarter, or more frequently when current issues justify it. The NB II clubs asked the MLSZ that, if possible, they should also have a representative on the MLSZ Executive Committee, or at least be able to attend Executive Committee meetings as invited participants with consultative, informal rights.

Together with the clubs attending the meeting, we agreed that the consultation was useful and that by acting together and cooperating we can represent club-level issues more effectively.
